Watney takes 2-shot lead at Sherwood

THOUSAND OAKS, Calif. (AP) ? Sure enough, putting was all the rage Thursday in the World Challenge.

One day after golf's governing bodies proposed a new rule that will ban the anchored stroke used for long putters, Keegan Bradley talked about someone on Twitter telling the PGA champion to send in his resume to Burger King in 2016, when the rule goes into effect. Bradley got so fed up with the teasing over his belly putter this week that he grabbed Tiger Woods' putter and made three out of four from 10 feet.

The rule doesn't affect Nick Watney, though he couldn't say enough about his putting. He made five birdies on his last 10 holes ? including his first birdie ever on the 14th hole at Sherwood ? for a 5-under 67 that gave him a two-shot lead.

Woods' putting saved his round, even though most of them were for par. That included a 12-foot putt on the 15th and an 8-footer to avoid bogey on the par-5 16th. It added up to a 70, which left him very much in the hunt at an 18-man event where he is more than just a tournament host. Without a title sponsor, Woods is underwriting most of the cost.

And yes, even Steve Stricker made news Thursday with his putter. He tried a new one.

"Mid-life crisis," he said.

The World Challenge is not a hit-and-giggle at the end of the year, even with a short field, no cut and lots of holiday cash for all involved. The field is stronger than ever, with 13 players from the Ryder Cup, and it showed in the scores. On a cool, overcast day in the Conejo Valley, only eight shots separated the top (Watney) from Brandt Snedeker, bringing up the rear with a 75.

Snedeker drilled a fairway metal into 8 feet and made eagle on the 11th hole, only for his round to fall apart. He hit two provisional tee shots on the par-3 12th, didn't have to use them but still made bogey, and then he snap-hooked his next tee shot and made double bogey.

Bradley and a pair of past champions at this tournament ? Jim Furyk and Graeme McDowell ? were two shots out of the lead at 69. Woods was in the group at 70 that included Bo Van Pelt, whom Woods beat this year at Congressional, and U.S. Open champion Webb Simpson.

But the buzz remained over the belly.

Bradley was the first player to win a major using the belly putter at the 2011 PGA Championship, and then Simpson and Ernie Els followed this year. Bradley is not happy about the rule, though he has been respectful toward the U.S. Golf Association and Royal & Ancient in their right to set the rules.

But this is a guy who plays with a chip on his shoulder, and this chip could be a big one.

He described his round as awesome, aside from a bad break on the 18th that led to bogey, the only green he missed all day.

"If I could have made a few more putts, I probably could have been a lot lower," he said, pausing before he added, "I know people probably don't want to hear that."

He then revealed how much abuse he was taking on Twitter, though he knows better not to take seriously a comment from people he either doesn't know or who don't use their real names in social media. That would include one tweet telling him to send in an application to Burger King for 2016.

"I've been doing a better job lately of not reading them, but I'm going to make a switch when I feel it's best for me," Bradley said. "And whether that's tomorrow or in three years, we'll see."

The switch earlier this week to Woods' putter was only temporary, and it was a joke.

"I give him grief every day," Woods said.

Too bad Bradley didn't make Woods try a few putts with the belly.

"You don't want to see Tiger with that putter," Bradley said. 'If it was up to me, I'd film him and send that to Mike Davis. I think he would take the ban off."

Bradley did a little more experimenting after his round Thursday. He gripped his putter a little lower so that the end wasn't anchored to his belly. He ran the putter up his left arm for a few putts, the style used by Matt Kuchar that would remain legal. But as he tinkered around, he noticed a TV camera filming him and stopped.

It's still a sensitive subject for Bradley, and he wants everyone to know he's a pretty good golfer with any putter in his bag.

"I feel like the USGA has really put an 'X' on our back and really shined a light on us, and I don't know if that's exactly fair," Bradley said. "I just hope that people look at us for the type of players that we are and the accomplishments that we've had, and not because we use a belly putter, and now the USGA says it's going to be illegal. When we started putting with it, they were legal. And they still are.

"It's a sticky situation, and I hope they can see through that."

As for Stricker?

He says he got his new putter at a golf store in Madison, Wis., which begged another question: What was he doing in a golf store?

"Looking for a putter," he said.

Stricker figured it was time to mix things up, so during his long break from golf, he went looking for a putter similar to what Luke Donald and Ian Poulter use. He bought a Sabertooth made by Odyssey, the same company that made the putter he has used so long even the metal tape on the bottom looks old.

"I like the way it feels, and I putted good today, especially on the short ones," Stricker said.

Not to worry. He brought his old putter with him to Sherwood. "Just in case," he said with a smile.

VatorNews - Google buys up coupon company Incentive Targeting

Google got into the commerce game last year, debuting its payment service, Google Wallet, in May of 2011. Now it has taken another step in that direction by?purchasing coupon-targeting company Incentive Targeting, which will allow it to offer targeted deals to users. Terms of the deal have not been disclosed.

The news was first revealed by Mike Dudas, who is ?part of the team building Google's mobile commerce business,? on his Twitter account.

The news has since been confirmed on the homepage of Incentive Targeting, in a note from Ben Sprecher, founder and VP of marketing, and Joshua Herzig-Marx, founder and VP of products and services.

?As part of Google, we will have the resources and expertise to continue the transformation of couponing from a way to?give discounts?to a way to?build business. And, we can now work towards that vision as part of a company that improves the lives of hundreds of millions of people every day,? Sprecher and Marx wrote.

?We didn?t reach this milestone alone. From day one, we have relied on the support and commitment of our retailers, brands, investors, partners, and advisors, as well as the hard work and dedication of our team. We could not have done this without them, and as we look ahead, we are thrilled to be part of Google!?

Founded in February of 2007, Cambridge, Massachusetts-based Incentive Targeting provides tools to retailers and manufacturers of grocery and consumer products that allow them to deliver coupons and discounts to targeted markets.

What plans Google has for the service are not known at this time, but perhaps it will be integrated into Google Wallet, which works at participating retail stations in the same way a credit card does. Google Wallet uses a "tap and pay" function, wherever Mastercard paypass stations are used. Users can pass their Google Wallet-functional mobile devices over the paypass stations to pay for retail purchases, the same way they could with a credit card.

Perhaps Google might use Incentive Targeting technology to give discounts and coupons to customer upon using the checkout service.

"We look forward to working with Incentive Targeting in our ongoing efforts to help consumers save time and money and enable retailers deliver relevant discounts to the right customers,? a Google spokesperson told VatorNews.

Other recent Google acquisitions

Google?s has made a number purchases this year.

Google bought social network?Milk?in March, online payment company?TxVia?in April, along with?mobile app?Sparrow?and social media marketing company?Wildfire?in July.

Google also?purchased?Meebo in June for a reported $100 million, and then?purchased?mobile productivity app maker Quickoffice the next day.

In August, Google?acquired?the Frommer?s travel brand for $23 million and, in September, it purchased malware scanner VirusTotal for an undisclosed amount.

In October, Google bought up Ukrainian-based face-recognition company?Viewdle.

(AP) ? Hundreds of millions of dollars from Kabul Bank were spirited out of Afghanistan ? some smuggled in airline food trays ? to bank accounts in more than two dozen countries, according to an independent review released on Wednesday about massive fraud that led to the collapse of the nation's largest financial institution.

The report, which was financed by international donors, offers new details about how the men at Kabul Bank and their friends and relatives got rich off $861 million in fraudulent loans in what the International Monetary Fund has called a Ponzi scheme that used customer deposits and operated under nascent banking oversight in the war-torn country.

The report describes Kabul Bank as a sophisticated operation with one set of books for the eyes of regulators and another in the back room that logged how those running the bank and others were fattening their wallets.

Loans were made, but rarely repaid. Borrowers took out loans to pay back loans. Company documents and financial statements were fabricated. The bank's credit department used more than 100 corporate stamps for fake companies to make documents look authentic. The bank operated some of its more than 100 branches without a permit from the government.

The 87-page report, which was conducted to satisfy one of several benchmarks the IMF asked the Afghan government to meet in cleaning up the scandal, points to poor oversight by Afghan banking regulators, political interference in the criminal investigation and activities by a special judicial tribunal hearing the case that it said were "well outside the legal norms of criminal procedure."

The bank's failure and subsequent bailout represents more than 5 percent of Afghanistan's gross domestic product, making it "one of the largest banking failures in the world," according to the report by the Independent Joint Anti-Corruption Monitoring and Evaluation Committee. The report said "hundreds of millions" were sent out of the impoverished nation where Afghan, U.S. and NATO forces are fighting an 11-year-old war with the Taliban and other militants.

The committee behind the report consisted of three Afghan professionals and scholars and three international corruption experts, and was funded by Britain's Department of International Development and the Danish International Development Agency.

"Every citizen in Afghanistan will bear the cost of the hundreds of millions of dollars required to secure deposits and the tens of millions of dollars required to deal with the aftermath," the report said. "This is real money from the annual budget of the government that could be much better spent on other priorities, such as education, health care, infrastructure or security."

The Kabul Bank scandal is a saga about money-grabbing, weak banking oversight, lax prosecution, nepotism, political contributions and fraud. The cast of characters includes a poker-playing bank chairman, an Afghan central bank chairman who feared his life was endangered and fled to the U.S., the wealthy brothers of the Afghan president and vice president, and bank shareholders ? some who bought posh properties in Dubai and spent lavishly on themselves and their circle of friends and relatives.

President Hamid Karzai announced in April 2011 that Kabul Bank would be put into receivership. Earlier this month, a trial began for more than 20 people indicted in the debacle, which has become a symbol of the country's deep-rooted corruption and cronyism. The case is being closely followed by Afghans and international donors because it is a barometer of government officials' pledge to root out patronage, graft and show accountability to international donors.

The report said Afghan authorities learned in late 2009 that "Kabul Bank was moving money through food trays" on flights operated by Pamir Airways, a multimillion-dollar Afghan airline that was established with loans from the bank and has since gone out of business.

An official knowledgeable about the report said as much as $900 million ? a majority derived from loan schemes ? was moved out of the country through electronic transfers between March 2007 and April 2011. That money, the official said, ended up in bank accounts in 28 countries, including the United Arab Emirates, Latvia, China, Turkmenistan, Britain, Kazakhstan, South Korea, Turkey, Russia, the United States and Switzerland.

The official spoke on condition of anonymity because he was not authorized to disclose the information, which was not included in the report.

According to the report, 10 Pamir Airways pilots were paid $320,000 in salaries between March 2008 and November 2010 under the description of "pilots of cash delivery."

The report said the Afghan attorney general's office recently asked for international assistance in tracking the funds abroad but the request was limited to help from four countries ? Switzerland, France, Britain and India ? for information on funds tied to the former top two bank executives.

The report also criticizes the attorney general's office for not undertaking a substantial probe into the bank until April 2011 ? a year after the news of the bank's problems surfaced, eight months after nervous customers ran to withdraw deposits and five months after the central bank had asked the attorney general's office to start a criminal investigation.

The indictment names more than 20 bank executives, bank employees, central bank workers and others who allegedly benefited from the fraud. The charges include money laundering, misuse of authority, using counterfeit documents and opening accounts under pseudonyms. But the report claims the indictment is tainted by political influence.

"Information received during the inquiry indicates that the final decision about who to indict was made at the political level in the spring of 2011 by a high-ranking (Afghan) committee ? and that prosecutors from the attorney general's office were called in to amend the indictment to conform to the decisions taken," the report said.

Basir Azizi, a spokesman for the attorney general's office, said Tuesday that the Kabul Bank case was not treated as a political issue.

"We strongly reject any comments that the attorney general's office dealt with this case as a political issue," he said.

The committee also is critical of the special tribunal that Karzai created to hear the case. The report said the tribunal has had off-the-record meetings with accused individuals and potential witnesses, has conducted its own probes on the sidelines and has held meetings with shareholders, urging them to repay money ? a job tasked to the receivership.

As of Oct. 31, the receivership has recovered $135.3 million in cash as well as assets with a book value of $181.1 million, according to the committee.

The report gives the Afghan central bank credit for carrying out various examinations of the bank, saying it tried to take enforcement measures or corrective actions four times after consistently spotting regulatory violations. But the committee said that unless the central bank and other Afghan institutions move to operate independently, stand up to political interference and hold wrongdoers accountable, the Afghan government will never be able to sustain a fully functioning democracy.

The report said $861 million, or 92 percent of Kabul Bank's loan book, went to 19 individuals and companies. Among them are key bank shareholders, including Sherkhan Farnood, the former bank chairman and a world-class poker player, former chief executive officer Khalilullah Ferozi, and the brothers of Karzai and first Vice President Mohammad Qasim Fahim.

Other bank funds ? an estimated $66 million ? were spent on lavish expenses, cars, rent, bonuses, salary advances and salaries for employees that did not exist

In 2009, the central bank advised Afghan banks to refrain from making political contributions in the presidential campaign.

"This letter was not enough to dissuade Kabul Bank, which reportedly provided millions of dollars to the campaign of at least one presidential candidate ? in addition to dozens of cars, and payment of the entire media campaign including billboards and television advertisements," the report said.

New device hides, on cue, from infrared cameras

Composed of just a 180-nanometer-thick layer of vanadium dioxide (VO2) on top of a sheet of sapphire, the device reacts to temperature changes by reflecting dramatically more or less infrared light.

Announced November 26 in the journal Applied Physics Letters, and featured on its cover, this perfect absorber is ultrathin, tunable, and exceptionally well suited for use in a range of infrared optical devices.

Perfect absorbers have been created many times before, but not with such versatile properties. In a Fabry-P?rot cavity, for instance, two mirrors sandwich an absorbing material, and light simply reflects light back and forth until it's mostly all gone. Other devices incorporate surfaces with nanoscale metallic patterns that trap and eventually absorb the light.

"Our structure uses a highly unusual approach, with better results," says principal investigator Federico Capasso, Robert L. Wallace Professor of Applied Physics and Vinton Hayes Senior Research Fellow in Electrical Engineering at SEAS. "We exploit a kind of naturally disordered metamaterial, along with thin-film interference effects, to achieve one of the highest absorption rates we've ever seen. Yet our perfect absorber is structurally simpler than anything tried before, which is important for many device applications."

With collaborators at Harvard and at the University of California, San Diego, Capasso's research group took advantage of surprising properties in both of the materials they used.

Vanadium dioxide is normally an insulating material, meaning that it does not conduct electricity well. Take it from room temperature up to about 68 degrees Celsius, however, and it undergoes a dramatic transition. The crystal quickly rearranges itself as the temperature approaches a critical value. Metallic islands appear as specks, scattered throughout the material, with more and more appearing until it has become uniformly metallic.

"Right near this insulator-to-metal transition, you have a very interesting mixed medium, made up of both insulating and metallic phases," says coauthor Shriram Ramanathan, Associate Professor of Materials Science at SEAS, who synthesized the thin film. "It's a very complex and rich microstructure in terms of its electronic properties, and it has very unusual optical properties."

Those properties, when manipulated correctly, happen to be ideal for infrared absorption.

Meanwhile, the underlying sapphire substrate has a secret of its own. Usually transparent, its crystal structure actually makes it opaque and reflective, like a metal, to a narrow subset of infrared wavelengths.

The result is a combination of materials that internally reflects and devours incident infrared light.

"Both of these materials have lots of optical losses, and we've demonstrated that when light reflects between lossy materials, instead of transparent or highly reflective ones, you get strange interface reflections," explains lead author Mikhail Kats, a graduate student at SEAS. "When you combine all of those resulting waves, you can coax them to destructively interfere and completely cancel out. The net effect is that a film one hundred times thinner than the wavelength of the incident light can create perfect absorption."

The challenge for Capasso, Ramanathan, Kats, and their colleagues was not only to understand this behavior, but also to learn how to fabricate pure enough samples of the vanadium dioxide.

"Vanadium oxide can exist in many oxidation states, and only if you have VO2 does it go through a metal-insulator transition close to room temperature," Ramanathan explains. "We have developed several techniques in our lab to allow exquisite compositional and structural control, almost at the atomic scale, to grow such complex films. The resulting phase purity allows us to see these remarkable properties, which otherwise would be very difficult to observe."

Because the device can be easily switched between its absorbent and non-absorbent states, the possible applications are quite wide ranging and include bolometers (thermal imaging devices) with tunable absorption, spectroscopy devices, tunable filters, thermal emitters, radiation detectors, and equipment for energy harvesting.

"An ideal bolometer design needs to absorb all of the infrared light that falls on it, turning it to heat, and correspondingly its resistance should change a lot per degree change in temperature," notes Kats. "In principle, our new perfect absorber could be used to make incredibly sensitive thermal cameras."

Harvard's Office of Technology Development has filed patent applications on the novel invention and is actively pursuing licensing and commercialization opportunities.

(AP) ? The fire alarm: Waved off by managers. An exit door: Locked. The fire extinguishers: Not working and apparently "meant just to impress" inspectors and customers.

That is the picture survivors paint of the garment-factory fire Saturday that killed 112 people who were trapped inside or jumped to their deaths in desperation. For Bangladesh, where such factories commonly ignore safety as they rush to produce for retailers around the world, the tragedy was unusual only in scope: More than 200 people have died in garment-factory fires in the country since 2006.

About 15,000 Bangladeshi workers protested blocks from the gutted fire Monday, demanding justice for the victims and improved safety. Some 200 factories were closed for the day after the protest erupted in Savar, a suburb of Dhaka, the capital.

Protesters blocked a major highway, and some threw stones at factories and smashed vehicles, but there were no arrests and no clashes with police.

Maj. Mohammad Mahbub, fire department operations director, said investigators suspect that a short circuit caused the fire at the factory, which was making T-shirts and polo shirts.

But the Bangladesh Garment Manufacturers Association urged investigators not to rule out sabotage.

"Local and international conspirators are trying to destroy our garment industry," said Shafiul Islam Mohiuddin, president of the association. He provided no details.

Mahbub said it was not the fire itself but the lack of safety measures in the eight-story building that made the blaze so deadly.

"Had there been at least one emergency exit through outside the factory, the casualties would have been much lower," he said.

He said firefighters recovered at least 100 bodies from the factory, and 12 more people died at hospitals after jumping from the building to escape the fire.

The government was unable to identify many victims because they were burned beyond recognition; they were buried Monday in a grave outside Dhaka. The government announced that Tuesday will be a day of national mourning, with the national flag flying at half-mast in honor of the dead.

Local media reported that up to 124 people were killed, and that about 100 people injured in the fire were being treated in about a dozen hospitals. Many were hurt as they jumped to escape the flames.

Survivor Mohammad Ripu said Monday that he tried to run out of the building when the fire alarm rang but was stopped.

"Managers told us, 'Nothing happened. The fire alarm had just gone out of order. Go back to work,'" Ripu said. "But we quickly understood that there was a fire. As we again ran for the exit point we found it locked from outside, and it was too late."

Ripu said he jumped from a second-floor window and suffered minor injuries.

Another surviving worker, Yeamin, who uses only one name, said fire extinguishers in the factory didn't work, "So these were meant just to impress the buyers or authority."

TV footage showed a team of investigators finding some unused fire extinguishers inside the factory.

The garment-factory fire was Bangladesh's deadliest in recent memory, but there have been several major factory fires in recent years, including one that killed 63 people in 2006 in southern Chittagong town.

Labor leaders hope outrage over the latest disaster will prompt change. Tahmina Rahman, general secretary of the Bangladesh Garment Workers Federation, says the group wants the government to work harder to punish factories for safety lapses.

"The owners go unpunished and so they don't care about installing enough security facilities," she said. "The owners should be held responsible and sent to jail."

The factory in Saturday's blaze is owned by Tazreen Fashions Ltd., a subsidiary of the Tuba Group that has produced clothing for Wal-Mart, at least in the past. Neither Tazreen nor Tuba Group officials could be reached for comment.

The Tuba Group is a major Bangladeshi garment exporter whose clients include Wal-Mart, Carrefour and IKEA, according to its website. Its factories export garments to the U.S., Germany, France, Italy and the Netherlands, among other countries. The Tazreen factory, which opened in 2009 and employed about 1,700 people, made polo shirts, fleece jackets and T-shirts.

Tazreen was given a "high risk" safety rating after a May 16, 2011, audit conducted by an "ethical sourcing" assessor for Wal-Mart, according to a document posted on the Tuba Group's website. It did not specify what led to the rating.

Wal-Mart spokesman Kevin Gardner said online documents indicating an orange or "high risk" assessment after the May 2011 inspection and a yellow or "medium risk" report after an inspection in August 2011 appeared to pertain to the factory. The August 2011 letter said Wal-Mart would conduct another inspection within one year.

Gardner said it was not clear if that inspection had been conducted or whether the factory was still making products for Wal-Mart. If a factory is rated "orange" three times in two years, Wal-Mart won't place any orders for one year. The May 2011 report was the first orange rating for the factory.

"Our thoughts are with the families of the victims of this tragedy," the retailer said in a statement. "While we are trying to determine if the factory has a current relationship with Wal-Mart or one of our suppliers, fire safety is a critically important area of Wal-Mart's factory audit program and we have been working across the apparel industry to improve fire safety education and training in Bangladesh."

In its 2012 Global Responsibility report, Wal-Mart said it ceased working with 49 factories in Bangladesh in 2011 because of fire safety issues, and was working with its supplier factories to phase out production from buildings deemed high risk.

Bangladesh has some 4,000 garment factories, many without proper safety measures. The country annually earns about $20 billion from exports of garment products, mainly to the U.S. and Europe.

The Bangladesh Garment Manufacturers and Exporters Association said it would stand by the victims' families and offered 100,000 takas ($1,250) to each of the families of the dead. Tazreen's owner was meeting with representatives of the group Monday afternoon.

"We will discuss what other things we can do for the families of the dead," The association's acting president, Siddiqur Rahman, said Sunday night on Rtv, a private television station. "We are worried about what has happened. We hope to discuss everything in detail in that meeting."

Another fire broke out Monday in a 12-story building housing four garment factories, but the fire department said it was quickly doused and there were no casualties.

Facebook proposes changes to data use policy and site governance process

There are few issues that stir up more debate about Facebook than privacy and data use, and the social network has today proposed some changes to its policies that affect both. That includes a more public role for its Chief Privacy Officer, Erin Egan, who will both be at the center of a new "Ask the Chief Privacy Officer" feature that's said to be launching in the coming weeks, as well as a new series of live events where she'll address "comments and questions about privacy, safety and security." It's also proposing changes to its site governance process, including a shift away from its current voting method for feedback on policy changes, which it says "incentivized the quantity of comments over their quality." The new method, it suggests, will lead to "more meaningful feedback and engagement."

What's more, the company is also proposing some changes to its data use policy, including new filters that will replace the "Who can send you Facebook messages" setting in Messenger, and changes to how it refers to certain products like "instant personalization." It's also proposing some new reminders to inform people what's visible to others on Facebook, and various tips for managing your timeline. Of course, these are still just proposed changes, and it's giving users until November 28th to offer their feedback on them (Egan will then host one of the aforementioned live events to address the comments). Egypt's Al Ahly Win Record Seventh Africa Title

Egypt's Al Ahly made it seven CAF Champions League titles on Saturday after beating Tunisian club Esperance 2-1 in Rades, Tunisia that handed them a 3-2 victory on aggregate.

Given the tough year Egyptian football has faced, with no domestic competitions due to security reasons, this was probably the most unlikely of their seven wins. However, few would deny them credit for the way they achieved it.

Al Ahly had been forced to a 1-1 draw in the first leg of the final in Alexandria two weeks ago and last year's champions Esperance obviously started the return tie on home ground the favourites to complete the job in front of their own supporters and eventually also secure a back-to-back triumph.

Before the start of the game, Esperance were given a great boost as their star striker Youssef Msakni passed a late fitness test after an appendicitis operation and he was in the starting line-up.

The game was tense and the level of football in the first half did not rise to the occasion, with very little goal-mouth action to report. But Ahly still had more of the play and on 43 minutes they took a deserved lead through Mohamed ?Geddo? Nagui who finished off a good run down on the right to slot the ball past Esperance goalie Moez Ben Charifia.

Esperance tried to get back into the game in the second half, but on it was Al Ahly who dealt them a second blo on the hour mark when they scored a second goal through Walid Soliman who scooped the ball off Ben Mansour's head before firing past Charifia.

That left Esperance essentially needing to score three times to win and it looked to be well nigh impossible taking the run of play and victory for them seemed an unlikely scenario, even if they managed a goal back on 84 minutes after Yannick Ndjeng tapped home after a low cross from the right.

The Egyptians had the chance to make the score even more emphatic when Esperance goalkeeper Ben Charifia was penalised for a double-foot tackle against Dominique Da Silva, but the he then saved Mohamed Aboutreika?s shot from the penalty spot.

However, the miss did not unduly worry Al Ahly and they held out to the end to celebrate their continental triumph that also secures their place in next month's FIFA Club World Club as Africa's representatives.

Contextualizing Free Secondary Education: Is there an example in Northern Ghana?

The political lexicon in Ghana today contains nothing much but education. And two opposing schools of thought exist regarding how Senior High education ought to be provided. There are those who think education should be totally free to SHS level beginning from September 2013 while others argue that it should be progressively free depending on our economy as a constitutional imperative. But these ideologies are not for me to take any stance on which one is feasible or otherwise.
The new Patriotic Party?s policy initiative on SHS education is unambiguous, very clear, and pointed. That is, Secondary School education will be free when they are given the mandate to govern again. Indeed, this bold policy initiative has shifted almost every political attention to education. And now, if not free, it is access wherever and whenever these political parties mount platforms for their campaigns.
I have no problem with the Free SHS policy espoused by Nana Akuffo Addo and his team in the New Patriotic Party and perhaps their allies in other political parties. My concern is the contextualization of this free SHS policy within the framework of the so-called tested model in northern Ghana. Many ill-informed politicians and commentators now haphazardly make reference to northern Ghana, arguing there is free Secondary Education in the North. I do not know whether this ignorance or a complete show of laziness to cross check. Could it be termed subsidized education or free education? And even the subsidized education, I would share with you fees paid by students who gain access or admission to Senior High School today in northern Ghana. I will attempt to juxtapose this with the fees paid by students in the southern belt and you would judge whether it is subsidized education, free, or total cost containment by parents. My motive is simple: to diffuse the perception that education is free in northern Ghana today.
Only today October 31, on Metro TV morning show, Mr. Randy Abbay made interesting remarks. According to Randy, host of the morning show, he has been informed secondary school enrollment in northern region is still at 54% in spite of the free SHS education. My difficulty is: what is the source of this information and where in northern Ghana is SHS education free? Many people hold this erroneous opinion without any basic research that SHS education is free in northern Ghana. This is an embarrassing posture and can only be unfair to the people of northern descent. We ought to put the free SHS in perspective.
The NPP presidential running mate, Dr. Bawumia put this rightly when he said SHS education is not free in the north during his visit to Guanbeing in the Bunkpurugu-Yunyoo constituency in September this year. Dr. Bawumia enthusiastically told pupils in Guanbeing that their parents should be assured that beginning from September 2013; education at the SHS level will be free. This alone presupposes that education is not free in northern Ghana as we are falsely induced to believe.
I did not attend secondary school free and it is not free today in northern Ghana. This is a basic fact. Today admission fee in Nakpanduri Secondary School is GHc 390 while that for Bunkpurugu Secondary Technical is GHc 460.5 for 2012/2013 academic year. Continuing students in Salaga Secondary School, Business Secondary School in Tamale and St. Francis Girls at Jirapa in Upper West region, all government supported schools pay an average of GHc300. These are basic facts that can be cross validated from the heads of these institutions.
These fees are collected to cover sports, library, examination, SRC, entertainment, bed user fee, PTA and computer. Others include; science development, staff incentive and teacher motivation, development levy, speech and prize, supplementary and supplementary literature. The rest are: exercise books, note 3 books, NHIS, house dues, etcetera. The only fee missing here is tuition and boarding fees. This is where government subsidizes. Even with government subvention for boarding accommodation, students still pay bed user fee. Somebody should tell me how this can be classified as free SHS education and thus qualify to be a model of a free SHS policy as being articulated by some NPP supporters and pro-free SHS commentators.
Whether the policy can be achieved or not is a different argument but certainly, the reference point cannot be northern Ghana. In fact, the fees paid by students in northern Ghana equal what their counterparts in some southern schools pay if not beyond what they pay. For example, students in Osei Tutu Senior High School in Asante Mampong paid Ghc 441.30 as fees for continuing students which includes boarding fee for 2012/2013 academic year. If this is almost the same fee paid by students in northern Ghana, how then can it be labeled as free?
My point is that pro-free SHS commentators should not use northern Ghana as a reference point because nowhere in Nana Addo?s proposed Free SHS Policy are parents required to pay fees of any sort. And thus, the northern SHS educational system cannot be a model. Otherwise, the object of the NPP free SHS policy is defeated already without any attempt of implementation.

Some may say six months is a little too early to be thinking about marriage. But if you want to go ahead and commit with the aim of a long and happy future together, just ask yourself these questions; they apply to anyone in a relationship with a foreigner:

1) Where are we going to spend Christmas each year? How will our families feel about that?
2) In what country are we going to raise our kids? What support will we get from our families?
3) Am I prepared to relocate to my partner's country for work?
4) What will happen when our parents get old and sick?
5) How will we afford to keep moving between two countries? Am I prepared to sacrifice other luxuries (the summer holiday in the Mediterranean, for example) so that we can visit my partner's family?

These are the sorts of problems that cause friction in any relationship. But for your specific case, you must remember that when you marry a Pole you marry their whole family, especially the mother. Poles cherish their families, and if you keep mother's little boy away from her for too long, you will feel her wrath and your husband will be caught in the middle. That pressure has been known to end more than one relationship. Then there are the huge arguments because you want Christmas with your parents, but he wants Wigilia with his, which can explode out of all proportion if you haven't prepared yourself for it.

Any other things, like the wild drinking and the I-am-never-wrong arguments, are just Polish stereotypes and we've no reason to believe that your boyfriend is one of "those" sorts of men, so I can't comment. But the above questions should not be taken lightly.
