Wildfire In Northern California

June 28, 2012

A wildfire is burning out of control in Northern California. Cal Fire says the "Oak Incident" has burned 270 acres and is 30%?contained.

It's happening in Fort Jones California, near McAdams Creek and Oak Hill Lane. Officials say 6 to 8 homes are threatened by flames. No evacuations have been issued at this time (7:11 p.m. Thursday).?

4 air tankers and multiple helicopters are fighting from the air, and more than a hundred firefighters are working on the ground. Cal Fire first responded at 2:50 p.m.

At 7:15 p.m., Cal Fire was quoted as stating the cause of the fire was an "escaped debris burn", meaning a burn on someone's property got out of control and spread quickly.?

Neighbor uses baseball bat to save boy from Chow attack

YORK, SC (WBTV)- A neighbor's quick thinking helped save a young boy after he was attacked by a neighbor's Chow on Friday.

According to York Police Chief Andy Robinson, a young boy, 8, was playing with his neighbor's dog, when the dog "became vicious and attacked [the young boy]."

It happened on Friday night around 5:15 p.m. in York. Chief Robinson told WBTV that the young boy had several bite wounds to his arms and back as well as severe lacerations to his leg.?

A witness inside the laundry mat across the street observed the incident and tried to get the dog off of the juvenile by throwing rocks at it.? A neighbor across the road witnessed the incident and was able to get the dog off of the boy using a baseball bat.?

He was rushed to Piedmont Medical Center by emergency crews,?where he was treated with several stitches and staples due to the injuries.? He was released Friday night from the hospital and is expected to return to the doctor later this week.

Police say?the?dog was on a leash in its owner's yard when the attack occurred.?The little boy, according to police, plays with the dog regularly.

The dog was taken into the custody of York County Animal Control. Its owners have consented to have the dog euthanized, police told WBTV, which is scheduled to happen on Monday.

Steve Stuber with York County Animal Control told WBTV that?S.C. Department of Health & Environmental Control (DHEC) has required that samples be sent to Columbia for rabies testing.

Teachers and Administrators, Don't Be Scared of Technology: It Won't Replace the Classroom

Last year, our principal posed this question to our faculty: ?Can we be rendered obsolete by online learning??

The Khan Academy was receiving widespread attention for propagating the idea of an online learning experience for younger students. There was a general fear among school administrators and teachers in the K-12 education community that this could become an exclusively online learning system; that a computer could replace a teacher, and an ?online learning environment? could replace a classroom.

Could an online learning system replace a classroom? Yes, it could. Will it? Most definitely not.

The skills that are valued in education today, as opposed to ten years ago, require students to be able to do something with raw information. Students, in order to compete in this highly dynamic world, should be able to collaborate with others in order to create, synthesize, interpret, and evaluate information. These skills are not taught by rote learning alone, but rather are learned through discovery, inquiry, and exploration. Many of these skills cannot be successfully taught through an application or website, but must be experienced in class and facilitated by a teacher.

The Internet has changed society?s definition of a knowledgeable person. As recently as t he beginning of the 21st century, educated people were those who knew a great deal of information about one or many subjects. Now, many of us carry smartphones in our pockets. The actual worth of being full of information has, as a result of this accessibility, gone down a great deal. In this ?Age of Information,? access to facts and data is no longer available only to the educated elite, but is available to anyone with an Internet connection. So, as a society, what is an ?educated person?? What value does that person have? What information really matters, and what has been reduced to the level of trivia?

This is where the classroom comes in. A classroom is not a virtual dictionary or lecture hall where students can receive isolated pieces of information, but rather a place where students can learn how to distill and discern the value of the information they find on the Internet, as well as analyze bias, evaluate content, and construct their own knowledge.

Students need to be able to work with other students to come to these new understandings. In the classroom, the collaborative process is preparing our students to contribute to our economy that is now based more on service and face-to-face interactions than the manufacture of goods (as was the case fifty years ago.) This is the case regardless of the socioeconomic level of the school and its ability to access technology. Because of this shift, in today?s world we have to be literate in the collaborative process.

While online learning has become prevalent in college environments, for K-12 education, it is simply not sufficient. As John Dewey (2002) states, ?When the school introduces and trains each child of society into membership within such a little community?we shall have the deepest and best guaranty of a larger society which is worthy, lovely, and harmonious.? (p.124) Online learning has created more opportunities for colleges to convey information to students, but the education of younger students requires much more than the conveyance of information. Instead this burden of education includes the preparation of the student for interaction in our larger society.

Just like many other online learning tools, this exclusively online classroom idea can have its place. When Wikipedia first became commonly used, there was concern that it would be an academically unreliable source, and many educators banned its use by students. There is value to Wikipedia: it is a helpful tool in research as a jumping-off point to obtain further information. Similarly, we would be imprudent in completely discounting the value of learning sites like Khan Academy. When students need to reinforce certain skills, these online learning tools can be very helpful. Proponents of Khan Academy laud it for its ability to ensure that each student is held accountable for their own learning, and that certain skill reinforcement is not overlooked in the efforts of keeping up with the pace of the class. If education was simply about skill reinforcement, then this model might actually be a substitute for the traditional classroom; we as teachers know that skills are simply one facet of a well-rounded education.

While technology cannot replace a classroom, teachers would be remiss if they did not take advantage of the multitude of ways in which technological advances can help them further improve their craft. Now, teachers do not have to spend as much time teaching their students facts to memorize, and can devote more precious class time to engaging with the material on a level that requires students to think critically. Technology is a vehicle that makes this possible.

Effective teachers have been guiding students toward reaching deep and meaningful understandings of content for generations; teachers and their contributions are an invaluable part of the education system. It would be just as misguided to assume that teachers can be replaced by technology as it would be to assume that in today?s world, teaching can exist without technology. These ideas are not, and should not be, mutually exclusive. In the classroom, there must be a marriage of interaction, collaboration, and technology.

For example, our students used Skype to speak with a state assemblyman; though this face-to-face interaction occurred through a computer screen, students were able to have an educational experience that would not have been possible otherwise. The alternative, letter-writing, would not have as much of an impact on the students. While all interactions should not be conducted by means of technology, its purposeful supplemental use can revolutionize learning experiences without sacrificing that which we hold dear about education.

Teachers? skills must improve along with technological advances. While every year, new technologies are touted as indispensable classroom tools, only some will be worthwhile for actual use in the classroom. We teach our students critical thinking and evaluative skills; we need to apply those discerning skills to the multitude of technological tools we have the option of implementing in our classrooms.

Just because an educational tool isn?t perfect does not mean it should be disregarded. Just because an online classroom does not replace the role of a teacher doesn?t mean that this learning tool has no educational merit. Though there are thousands of technological tools that help enhance instruction, it doesn?t mean that teachers will be rendered obsolete.

How The SCOTUS Ruling On Health Care Affects College Students

On Thursday the U.S. Supreme Court upheld the bulk of the Affordable Care Act, often referred to as the health care reform law or "Obamacare." The court found a central part of the law, the individual insurance mandate, constitutional, and Chief Justice John Roberts validated the mandate as a tax.

With health care reform free to move forward, there is some good news and some bad news for young people.

Young adults comprise the largest portion of the uninsured. This is partly because they make less money at the start of their careers, and so often forgo the purchase health insurance if they tend to be healthy and expect not to need such coverage any time soon.

Starting in 2014, though, young adults will be required to purchase health insurance or face a penalty from the federal government. They can also opt to remain on their parents' insurance plans until they reach the age of 26.

  • Tax Credits For Young Adults

    According to the White House, the ACA "provides premium tax credits for young adults making up to roughly $43,000 a year to ensure that they can afford quality coverage in the new state-based Health Insurance Exchanges which start in 2014." If you don't make enough money to buy your own insurance, you can qualify for the hardship waiver.

  • Bans Gender Discrimination, Covers Women's Health

    The ACA bans "gender rating" that allows women to be charged more for the same coverage as men. Women will also have mammograms, domestic violence screenings and birth control covered without a co-pay. And pregnancy is no longer considered a "pre-existing condition."

  • No Skipping Out On Insurance

    Since the Supreme Court found the individual mandate constitutional, uninsured young, healthy people who <a href="http://swampland.time.com/2012/06/28/supreme-court-upholds-obamacare-in-landmark-decision/?iid=sl-main-lede?iid=tsmodule#ixzz1z6R1lR7c" target="_hplink">might've skipped out on buying insurance</a> will have to think again. The mandate kicks in in 2014. <em>Time</em> magazine's Swampland blog reports: <blockquote> These people often forgo insurance because they make the fairly good bet they won't incur expensive medical bills and because they don't have enough earning power to afford policies. Young Americans subject to the mandate are expected to pay more into the insurance pool than they get out, to help subsidize the cost of insuring older, sicker people. Standard insurance policies will likely be more expensive for these people under the ACA than they are now. </blockquote> However, this is also why lawmakers built in additional tax credits for young and poor people, and the law now allows 20-somethings to stay on their parents' insurance even after they graduate college -- up to the age of 26.

  • Pre-Existing Conditions

    The ACA already prevents insurance companies from charging higher premiums to people under the age of 19 with pre-existing conditions. Going forward, it will forbid insurance discrimination based on pre-existing conditions for everyone, regardless of age.

  • Medical Students Get Help On Student Loans

    The ACA gives <a href="http://campusprogress.org/articles/five_ways_the_affordable_care_act_helps_young_americans/" target="_hplink">financial support</a> for the $12 million National Health Services Corps Students-to-Service Loan Repayment Program, which will provide medical school graduates up to $120,000 to repay outstanding loans if they agree to work as primary care doctors in under-served communities. Campus Progress reports: <blockquote>The ACA also creates a Prevention and Public Health Fund, which will help create new positions for primary care doctors, fund training programs for physicians' assistants and nurse practitioners, and push states to invest in health care training and job creation.</blockquote>

  • The 80/20 Rule Will Improve Campus Health Plans

    Most college health centers don't allow students to use outside insurance plans, however, the services they provide will improve. According to <em><a href="http://www.usnews.com/education/articles/2010/09/09/5-ways-health-reform-affects-college-students" target="_hplink">U.S. News & World Report</a></em>: <blockquote>Effective Jan. 1, 2011, all insurance plans must have a medical loss ratio that is at least 80 percent to 85 percent (depending on the plan's size). That means that at a minimum, 80 percent to 85 percent of all premiums paid by policyholders must in turn be used to provide medical care.</blockquote> Many schools had loss ratios closer to 50 percent prior to the law, but increasing that loss ratio means they're providing more through coverage. In other words, it's the "<a href="http://www.whitehouse.gov/healthreform/relief-for-americans-and-businesses#young-adults" target="_hplink">80/20 rule</a>": insurance companies (and colleges providing health services) must spend at least 80 cents of your premium dollar on your health care or improvements to care. Insurance companies must also publicly justify their actions if they want to raise premiums by 10 percent or more, according to the White House. The reform law also bans insurance companies and colleges from placing lifetime caps on coverage.

  • Preventative Services Are Covered

    If you're healthy and work to stay healthy, you can avoid more dramatic health issues down the line. A large number of <a href="http://www.healthcare.gov/news/factsheets/2010/07/preventive-services-list.html" target="_hplink">preventative services</a> are now covered thanks to the ACA, but a few are worth pointing out for college students: Alcohol misuse screening and counseling, Depression screening, Type 2 Diabetes screening, HIV screening, immunization vaccines, STI prevention counseling, tobacco use screening and intervention, cervical cancer screening and contraception coverage.

  • Aim To Improve LGBT Community Health

    Under the ACA, there will be <a href="http://www.americanprogress.org/issues/2012/03/aca_top_10_lgbt.html" target="_hplink">data collection to better understand LGBT</a> health disparities, and increases the National Health Service Corps, which offers LGBT cultural-competence training to corps members through the Department of Health & Human Services.

  • Young People Can Stay On Their Parents' Insurance To Age 26

    Prior to the Affordable Care Act, <a href="http://www.ncsl.org/issues-research/health/dependent-health-coverage-state-implementation.aspx" target="_hplink">37 states provided</a> some form of this type of coverage for young adults -- some more generous than others. The U.S. Department of Health & Human Services estimated in 2010 that this portion of the bill <a href="http://www.americanprogress.org/issues/2012/01/aca_success.html" target="_hplink">affects 2.37 million people</a>, of which 1.83 million were uninsured.

Gulity Verdicts For Crimes In Lovas :: Balkan Insight

The presiding judge, Olivera Andjelkovic, said that the accused were guilty because in October and November 1991 they had violated international law by killing 40 Croatian civilians and inhumanely treating and torturing a number of other citizens of Lovas.

?The accused instigated and committed murder, took civilians out of their homes, murdered them, threw them into the canal, and forced other civilians to collect dead bodies in the village. Seventeen other people lost their lives as a human shield in the minefield,? said Andjelkovic.

Ljuban Devetak was sentenced to 20 years of prison, Milan Devcic to ten, Milan Radojcic to 13, and Zeljko Krnjajic to ten years.

Four former members of the Yugoslav People?s Army were sentenced too - Miodrag Dimitrijevic to ten years of prison, Darko Peric and Radovan Vlajkovic to five years each, and Radisav Josipovic to four years of prison.

Former members of the paramilitary group Dusan the Great, Jovan Dimitrijevic and Zoran Kosijer were sentenced to eight and nine years respectively, Sasa Stojanovic to 8 years, Petronije Stevanovic to 14 years, and Aleksandar Nikolaidis and Dragan Bacic to six years in prison.

Explaining her verdict for Devetak, Judge Andjelkovic said that as a leader of the military-civilian administration he bore the most responsibility for the crimes.

The judge also reminded the court that the witnesses had been exposed to numerous pressures during trial, resulting in many of them changing their statements. Two of the accused Nikolaidis and Krnjajic, as well as others, had also warned about such pressures.

Andjelkovic said that it was regrettable that the participation of the Yugoslav People?s Army in the crimes that had been carried out in this part of Croatia had not been proven.

The indictment from 2007 charges 14 persons with killing 22 civilians in their homes and yards during the attack on Lovas on October 10, 1991; and another 23 people who were killed in makeshift prisons by October 18 of the same year.

?Another 22 civilians were killed on October 18, 1991when they were forced to form a human shield and walk through a minefield. A further three civilians died in random acts of violence.

Deputy war crime prosecutor Bruno Vekaric said that the prosecution is satisfied with the verdict, given that the maximum sentence for a war crime is 20 years in prison, and will not appeal the verdict.

"This verdict is clearly a message of respect to victims, but it is also an apology to them for everything they had to go through in these parts in the unfortunate 1990s,? added Vekaric.

He congratulated the Trial Chamber for enduring all the pressures they were exposed to in the course of a four-year long trial.

The verdict may be appealed. The time period in which to lodge an appeal has been expanded from the usual 15 days to 30 days.

The findings may come as a surprise given that shopping online is an anonymous process that seemingly can give consumers more confidence to drive a hard bargain, said Don Conlon, Eli Broad Professor of Management in MSU's Broad College of Business.

But the study found that participants who made their own offers were less successful in sealing the deal and, when they were successful, worried they overpaid. Many shoppers found the process of researching an offer to be a hassle.

"Americans are very busy, and it's less time consuming to be the one receiving the offer rather than the one proposing the offer," Conlon said. "People tend to be happier when they're in the receiver role."

Online spending in the United States is expected to jump 45 percent in the next four years, from $226 billion this year to $327 billion in 2016, according to Forrester Research Inc.

Conlon got the idea for the study after considering the difference between two popular sites for hotels and airline flights: priceline.com, which takes bids, and hotwire.com, which provides offers.

Using these two models, Conlon and his fellow researchers conducted a series of experiments with more than 850 people who were charged with booking a fictional hotel room and acquiring a fictional antique car.

Not only did participants prefer to receive bids, Conlon said, but they also made more deals in that receiver role. Further, when they had to make the bids, they were left more mentally taxed and regretful.

From an industry perspective, putting customers in the receiver role may help fill more hotel rooms and airplane seats. "If you're a business with a lot of product," Conlon said, "you may want to be the one making the offers."

However, when selling single items, such as an antique car, accepting bids may be a better option since that typically drives up the price, he said.

The study appears in the research journal Organizational Behavior and Human Decision Processes.

To commemorate their five months of being friends, and as a tit-for-tat from the first episode, Gretchen gives Tamra a friendship bracelet. Each charm represents something special, but one heart represents how Tamra's unbreakable. Tamra tells Gretchen she loves her and thanks her for being such a good friend. And then she cries again. While Tamra needs to lay off the booze tonight, it's a nice moment for these ladies. Plus 10.

Sarah's still whining about the cake and has the audacity to call Heather the rude one. Heather calls for the "heavy artillery"--a bunch of ladies in cocktail dresses and Terry--and says it's time for Sarah to go. Plus 3.

Alexis tries to get louder than everyone else to bring about a resolution and Slade speaks up as the voice of reason. There's no need for a resolution. There's a need for Sarah to leave because that's what's been asked of her.

As they get Sarah to the door, the greatest line in all of reality television ever, or maybe just this season, falls out of Sarah's mouth--"Is this the world we live in? Over a bleeping piece of tiny cake?"

Yes, Sarah. Yes it is. Buh-bye. Plus 10.

The party's still rocking at Chateau Dubrow, and Vicki decides it's time to "apologize" to Ryan for bringing him up in her fight with Briana. But in Vickiwood, apologize means "talk about yourself and make things all about how everyone else is wrong." Minus 17.

She thinks Ryan will help her get Briana back, but Ryan says this is really Vicki's problem. Then she says "I love you. I don't know you and you took my daughter away, but I love you." Uh, thanks? Ryan loves you too? Minus 8.

Alexis is rambling on to Brooks about how Jim isn't there because he didn't want to be there. And who sneaks in the door but Jim!

Heather's Drama-Senses are tingling and Alexis is chipper over Jim's arrival. WAY chipper. Way more than just one cocktail chipper. Minus 11. Terry comments to a guest that Jim "grew a pair and showed up" right before he does the man-hug-handshake thing that men do.

In Camp Gunvalson, Jeana's daughter Kara sees Slade hug Tamra and is confused. Gretchen applies Tamra's lipgloss (by kissing her) and Vicki goes traipsing across the yard. She thinks Tamra and Gretchen's friendship is fake and calls Tamra a brown-noser. Let it go, Vicki. Gretchen's just more fun than you. Minus 7.

Slade offers up hsi services as bouncer again should Terry need them. He's prepared to send Jim packing if he needs to. Terry asks if they're okay and Jim says they'll talk next week. Alexis says they should just talk now and in a complete douchebag move, Jim asks "really? Are you wearing the pants?" Minus 50. I just can't stand this man.

Jim and Terry go talk and Terry's straight up with Jim. He thinks Alexis is phony and inauthentic. Plus 5. Heather walks up and Jim nods in her direction and says this is the reason he wanted to talk next week. Jim's got a problem with the women-folk. But, the talk continues. Until Tamra walks up. Then Jim's out. Minus 10, Tamra. This wasn't your conversation to have.

Alexis says Heather shouldn't have even been in the conversation and it should've just been Jim and Terry, man-to-man. Actually, sweetheart, it should've been YOU and Terry because Terry talked about you. But whatever.

Alexis goes out to talk to Jim and Jim's pulling out of the driveway without her. She practically has to chase him down the driveway to get him to stop the car. Minus 12.

The gang's all at the table now. And the booze is flowing. Vicki toasts to the absent Alexis and Tamra rolls her eyes. Brooks challenges her, saying she gave Vicki the "Evil Eye," and picks a fight with Tamra on Vicki's behalf. Gretchen says a fight's been brewing between the two of them for months.

Tamra and Brooks start to argue and then Vicki tells Eddie to get control of Tamra, which causes Tamra to tell Vicki to stop letting Brooks tell her what to think, which makes Vicki stand up and get in Tamra's face.

Can we cut the cake already? Maybe these ladies need some sugar.

Vicki and Brooks prepare to leave and Tamra follows them to find out why they're leaving. Vicki shouts that Tamra's supposed to be her friend and how dare Tamra talk about Brooks and disrespect him and blah blah blah. Get a grip, Vicki.

Tamra goes to find Briana after Vicki and Brooks leave and they compare notes. Neither of them like Brooks. Tamra's crying. Briana's ready to stick Brooks on a plane to Siberia. Ryan goes back into the house to get Briana away from Tamra so that Tamra can't corrupt Briana while she and Vicki are "in a healing phase." Minus 4.

Heather goes out to get Vicki and Brooks and bring them back in for her special toast. Briana asks Vicki for Vicki's side of the story. Suddenly, it seems Vicki saw Tamra roll her eyes and she chooses Brooks over her daughter. They all head back into the party for the final toast. Minus 12.

Finally, we're cutting this damn cake.

Heather explains why they're all there--shockingly, it wasn't for the drama--she's changed her name legally and wants to thank her friends, new and old, for coming out to support her. Heather's classy. I like her. Plus 30.

In the worst Vicki moment so far, she muscles her way into the circle to say, basically, "Congrats Heather. When I'm attacked, I fight back and I'm leaving and I'm choosing my man." I'm surprised she didn't drop a "my love tank is full" for good measure. Minus 20.

Heather's big surprise of the night--diamonds in the champagne glasses--goes over well. Tamra gets the lucky flute. Now she's got a new rock to match the one Eddie gave her in Bora Bora.

One day in early 1995 a man named bob massie walked into my office at the outpatient clinic of Massachusetts General Hospital in Boston. Massie told me he had been infected with HIV?the virus that causes AIDS?for 16 years and yet had never shown any symptoms. My physical examination confirmed he was healthy, in stark contrast to all other patients I saw that day. At that time, a new combination of drugs was being tested that would eventually slow the progressive decline in immune function that HIV caused. In 1995, however, most people who had been infected with HIV for a decade or more had already progressed to AIDS?the stage marked by the inability to fight off other pathogens. The young man standing before me had never taken anti-HIV medication and strongly believed that if I learned the secret to his good fortune, the information could help others to survive what was then generally thought to be a uniformly fatal disease.

Massie was born with hemophilia, a blood-clotting disorder. In those days, nearly all hemophiliacs were HIV-positive because they were infused repeatedly with blood products agglomerated from thousands of donors?none of whom were screened for HIV until the mid- to late 1980s. (Today hemophiliacs receive artificial clotting factors, which pose no risk of HIV contamination.) Some of Massie's blood samples that had been stored for a study revealed that he had contracted HIV in 1978. Yet every test I conducted on him or his stored samples showed that the amount of virus in his blood was vanishingly small and that his immune responses seemed as strong as ever.

Court keeps upcoming health care decision secret

WASHINGTON (AP) ? It's the biggest secret in a city known for not keeping them.

The nine Supreme Court justices and more than three dozen other people have kept quiet for more than two months about how the high court is going to rule on the constitutionality of President Barack Obama's health care overhaul.

This is information that could move markets, turn economies and greatly affect this fall's national elections, including the presidential contest between Obama and Republican challenger Mitt Romney. But unlike the Congress and the executive branch, which seem to leak information willy-nilly, the Supreme Court, from the chief justice down to the lowliest clerk, appears to truly value silence when it comes to upcoming court opinions, big and small.

No one talks, and that's the way they like it.

Contrast this with the rest of the government, which couldn't keep secret President Barack Obama's direct role in supervising an unprecedented U.S. cyberattack on Iran's nuclear facilities or the existence of a double agent inside al-Qaida's Yemen branch who tipped the U.S. to a new design for a bomb to put on a jetliner.

As Republicans air their suspicion that the leaks might be deliberate to enhance the Obama administration's stature, Attorney General Eric Holder has appointed two U.S. attorneys to investigate those two disclosures and probably additional recent national security leaks. Because far more people, of necessity, know about such secret national security operations, those investigators must examine hundreds, even thousands, of federal workers who might have known at least a chunk of the guarded information.

The Supreme Court is expected to rule on the law in the upcoming week or so. Justice Ruth Bader Ginsburg, speaking to a lawyers' convention June 15, noted a steady stream of "rumors and fifth-hand accounts" in the media about what the high court was likely to do.

"My favorite among the press pieces wisely observed: 'At the Supreme Court ... those who know don't talk, and those who talk don't know,'" she said.

The justices, of course, know, having officially voted on the results the same week they heard arguments. But they are not the only ones in the loop: Each of the nine justices has four clerks who know not only how their justice voted but also how the other justices stand because these clerks help research and craft the majority opinions and dissents that are circulated for justices to sign if they agree.

In addition these 45 people surely in the know, there are an assorted number of secretaries, aides, security guards, janitors, support staff and family members keenly attuned to the inner workings of the Supreme Court's upper floors where the justices keep their chambers. At the last moment possible, printers who prepare the paper opinions to be handed out will know.

If any of these people also know anything about how the case is going to come out, they're not talking.

Unlike the president, who needs to be re-elected every four years and needs positive publicity to help, the justices have lifetime appointments and don't need favorable publicity to keep their jobs. Unlike the other constitutional branches, the justices rarely appear on television and don't even allow cameras inside their main workplace, the Supreme Court.

But that silence trickles down even beyond the justices.

Those 36 clerks, who have inside knowledge of the court's deliberations, are just as mum as their bosses despite growing up in the Internet age of bloggers, camera-phones, social media and instantly free-flowing information.

Clerks are warned from day one not to reveal anything about their work, said lawyer Stephen Miller, who clerked for Justice Antonin Scalia.

Miller remembered Chief Justice William Rehnquist warning all of the clerks in his year of the perils of leaking information from the court. "Leaks were unacceptable," Miller remembers the chief justice sternly telling all of them.

In addition to losing their job, one of the most highly sought positions for up-and-coming lawyers in the nation because it usually leads to a six-figure salary upon completion, any clerk caught revealing information would immediately be ostracized in the legal profession, Miller said. No law firm would be willing to take a chance on a lawyer who talks or leaks information to outsiders without permission.

If the leaking clerk isn't caught, the entire class would have that stigma, leading to strong peer pressure to stay silent, he said.

"So what's in it for a clerk to leak?" Miller said.

The court's mystique and reputation for silence means there have been no special warnings from the justices for employees not to spill the beans on the health care decision. It's not that the health care decision isn't important. It's that clerks, secretaries, aides, janitors, and all of the other staff know they are not supposed to talk about anything the court does until the official announcement.

That doesn't mean that the court's always been perfect at withholding information until its formal release. For example, the court inadvertently posted opinions and orders on its website about a half hour too soon in December.

The last apparent leak occurred more than 30 years ago when Tim O'Brien, then a reporter for ABC News, informed viewers that the court planned to issue a particular opinion the following day. Chief Justice Warren Burger accused an employee in the printing shop of tipping O'Brien and had the employee transferred to a different job.

Miller noted that all the lampposts at the entrances and exits of the Supreme Court building are supported by turtle sculptures, which can also be found elsewhere in the building. It's an apt symbol for the court.

"They like information to move slowly and deliberately," Miller said.
